Chinese kidnapped for gambling debt

Four Malabon policemen from the drug enforcement unit arrested for kidnapping for ransom Norma DG Adrales.

Police filed criminal charges against two Chinese nationals for allegedly kidnapping Yan Hou, 28, at a casino in Parañaque City June 2.
Chen Shi Quan, 42, and Hu Yong Jian, 38, were charged with kidnapping and serious illegal detention before the Department of Justice. Their Filipino bodyguards – Ric Baldecir, 39, and Noel Rodelas, 31 – were also charged for direct assault and obstruction of justice after they confronted police officers who made the arrests.
Chen and Hu allegedly demanded P2 million in ransom from Yan’s wife in exchange for his release.
“The victim told his wife that he was held in one of the hotel rooms at the City of Dreams casino by four kidnappers,” the police report said. The victim was detained after he allegedly failed to pay his debt amounting to P2 million.
The victim’s wife sought police help. Working with the casino’s security officers, police captured Chen and Hu in the room where Yan was allegedly detained.

Other Developments

Escaped: Filipino fisherman Roy Borja Ramos, in Sulu, on June 6. Ramos, a crew member of F/B Ramona, was found by villagers in Sitio Kandabaw, Barangay Lagtoh. He was kidnapped with mates Noel Esconde, Reyjim Rocabo and Roel Liones in December 2016 while fishing in the Celebes Sea off Sulu. The victims were all residents of Tukuran town, Zamboanga del Sur.

Kidnapped: Fourth grader Deany Rey Tumamdas Tan, 9, from his home in Barangay San Raymundo, Jolo, on June 6. As of Tulay presstime, the family has yet to receive any demand for ransom. The abductors barged into Tan’s home and seized the boy before his terrified family.

Rescued: Daiselyn Popes, on June 2, in Nueva Ecija. A shootout between police and her kidnappers resulted in the death of suspect Aldy Mendez, 41, alias “Allan,” “Mark” and “Mak-Mak dela Cruz” and PO3 Marlon Francisco of the Sta. Rosa. Popes was taken on May 16 with her partner Ricky Agustin who was killed during the abduction. Police found Popes bound with metal chains wrapped around her neck and leg.

Arrested: Four policemen, SPO2 Ricky Pelicano, PO2 Wilson Sanchez, PO1 Joselito Ereneo and PO1 Frances Camua, for kidnapping Norma Andales, in Quezon City on May 22. The suspects were with the Station Drug Enforcement Unit of the Malabon police. Andales, 52, was taken near her house in Veterans Village, Project 7 Quezon City. The four police officers’ arrest resulted from a complaint filed by Jesus Sala and Gladys Bataycan, who reported the abduction of Andales. The policemen seized Andales’ vehicle, jewelry, gadgets and P6,000 cash and took her to the Malabon SDEU office. They demanded P5 million ransom, later reduced to P1 million.The group also demanded P2 million from the victim’s boyfriend, Raymond Bongabon, and ordered Andales to get them one kilo of shabu.
